Constantinos has extensive experience in the evolving legal framework for whistleblowing protection, having been closely involved in the delivery of the current law for the protection of whistleblowers in Cyprus.
He advises on the actions necessary to comply with obligations under the whistleblower legislation, drafts whistleblower policies and codes of conduct, and assists with setting up the internal channels for whistleblower reporting, and the procedures for handling and examining reports. He also offers legal advice on any matter related to whistleblowing.
His extensive understanding of the whistleblower legal framework stems from his academic background and sharing of knowledge with experts from the European Union and the Council of Europe. Constantinos has produced several informative guides to enhance comprehension of the legal framework.
In his previous role as Counsel to the former Minister of Justice and Public Order, he was instrumental in redrafting the legislation on the Protection of Persons Reporting Violations of EU and National Law of 2022 (L. 6(I)/2022), achieving consensus among stakeholders and ultimately securing its approval by the House of Representatives.
Constantinos holds an MPhil in Law and BCL degrees from the University of Oxford, where he is also a DPhil in Law candidate, and an LLB degree from the University of Cyprus.
